Branch office is considered a local sub-division of the company, holding all the same rights as the parent company (conduct business activity, advertise, sell products etc.). Representative office - is simply a meeting point for customers and investors, having its legal rights strictly limited, as it cannot conduct business, advertise, sell products etc.
